A Royal Navy officer who, commanding at the Cape of Good Hope in 1806, sailed without orders to seize Spanish Buenos Aires; when the conquest collapsed, a court martial in March 1807 sentenced him to a formal reprimand for quitting his station. The poem takes his side, reading the punishment of a bold and successful officer as the spite of a mean-spirited government.
